What is Dooray?

Dooray (styled Dooray! by its maker, NHN Dooray Corporation) is a cloud collaboration suite from Korea that puts project tasks, mail, messenger, video meetings, drive, wiki, calendar and electronic approval under one account. Dooray provides project-based collaboration with messenger, mail and electronic approval as an all-in-one service.

The gov-dooray.com address is the public-sector entrance to the same product. What changes is the buyer: the gov-dooray.com pricing page offers a customer-type choice of general, public institution/university and financial institution, and for a public body that choice changes the plans, payment method and published rates.

Security certification is the main purchase argument. NHN Dooray says Dooray obtained the CSAP SaaS standard grade run by KISA, the Korea Internet & Security Agency. Business press reported in March 2026 that NHN Dooray, citing its CSAP standard certification, had about 150 public-sector customers including Hanam City and the Ministry of National Defense. Both points trace back to the vendor; this page does not independently confirm certification status.

Core features

Dooray is organized around the project, which acts as the task tracker and the hub that other modules feed into. Messenger and video meetings come with every plan, while Project, Mail and Workflow (the electronic approval module) are the three services that are bought and priced separately.

Projects and tasks

• Linked references: a Dooray task can reference other tasks, wiki documents and drive files, and the referenced items show their title, icon and status inside the task.
• Due dates on the calendar: task deadlines appear directly in the calendar.
• Guest access for outside partners: external users can be invited to a project as guests who can view and post tasks and comments, but guests only see the projects they were invited to.

Mail

• Mail into tasks: a Dooray Mail message can be registered directly as a task or a calendar event without copying and pasting the body text.
• Recall with limits: Dooray Mail can recall mail sent within the same domain, and only before the recipient reads it or within 24 hours of sending.
• Domains and translation: the number of custom mail domains depends on the plan, and messages can be machine-translated into Korean with one click.

Messenger and meetings

• Messenger translation: Dooray Messenger translates a typed message into the recipient's language automatically, which the vendor pitches for work with English- or Japanese-speaking partners.
• Notification bots and slash commands: the messenger can receive outage alerts, electronic approval notices and company announcements through notification bots, and teams can build their own slash commands for polls or scrums.
• Video meetings: Dooray video meetings support up to 100 participants, with the maximum depending on the subscribed product. Meetings include a whiteboard and one-click recording.
• Meeting controls: meeting passwords, a waiting room and entry approval are available. People without a Dooray account can join through a shared link.

Drive, wiki and approval

• File versions: Dooray Drive keeps every uploaded file under version control; users can restore an earlier version and compare changes over time.
• Co-editing is extra: real-time co-editing in Dooray Drive is a paid feature that requires a separate application. Separately, the Hancom web document add-on lets users co-edit hwpx, hwp, docx, doc, pptx, ppt, xlsx and xls files in Drive; it needs a Business or higher plan and is priced on inquiry. The hwp and hwpx entries are Hangul word-processor formats.
• Wiki: pages are written in a Markdown editor and switch into a presentation mode; every change is saved automatically, and an earlier version can be restored.
• Electronic approval: organizations can build and manage their own approval forms with drag-and-drop, save personal or shared approval lines, and set how pending approvals are handled while an approver is away. Approval lines can be assigned to users or to departments, and each form can be limited to the departments that should see it.

Dooray! AI add-ons

Dooray! AI is an optional layer bought on top of a Business or higher plan. Dooray! AI Lite provides summaries and Q&A over mail, tasks and wiki pages, mail drafts and templates, a way to turn messenger conversations into tasks, an AI audit log, and detection and blocking of sensitive information when users query the AI. The Premium tier adds an AI studio that puts chatbots on shared wiki page links, up to five chatbots per license. The pricing page also lists Project AI+, an AI project manager that works on project data, with the note "official launch in the first half of 2026"; this page could not confirm whether that launch has happened.

Guide

Buying Dooray as a public institution follows a different path from the self-service sign-up that general companies use.

1. Pick the network: published rates cover only the public external network; internal work network deployment is quoted separately.
2. Arrange a trial by email: public institutions and universities that need a free trial must inquire separately at help@dooray.com. The general Dooray free trial covers all services for 30 days with no member limit, but that self-service route is not the one for public bodies.
3. Choose services and a plan: select any combination of Project, Mail and Workflow, then a Business or Enterprise plan. Messenger and video meetings are available with any Dooray service and plan.
4. Choose annual or monthly billing: monthly plans bill the members actually used, prorated daily and invoiced early the next month; annual plans bill a preset maximum member count paid in advance.
5. Set up payment by bank transfer: public institutions/universities and financial institutions can pay only by corporate bank transfer against a tax invoice. For bank transfer payment, a Dooray sales representative consults with the customer directly.
6. Add options: Dooray! AI, Hancom co-editing, Archive and a mail security add-on that filters spam and threats in the organization's mail flow are subscribed on top of the base plan.

Dooray use cases in public institutions

These examples come from vendor announcements and trade press relaying them, so they show positioning rather than audited outcomes.

• Internal work network deployments: NHN Dooray said that in May 2023 the Korea Energy Agency and the Road Traffic Authority adopted Dooray after passing a National Intelligence Service security review.
• Approval plus ERP as SaaS: NHN Dooray and CNF System connect Dooray with the ALL# ERP to serve public-sector cloud transitions. According to the company, the Incheon Foundation for Arts and Culture adopted electronic approval and ERP as SaaS at the same time without in-house IT specialists.
• Organization-wide collaboration: the National Information Society Agency (NIA) adopted Dooray as its organization-wide collaboration tool, a case the company presented from a 2023 public-sector SaaS contest.

Who is it for

Dooray on gov-dooray.com is a public sector groupware option for Korean government bodies, public corporations, foundations and universities that want mail, tasks and electronic approval from one Korean vendor rather than several systems.

• Good fit: institutions buying at Business level or above whose procurement expects invoices and bank transfer, and teams that bring partner organizations into projects as guests.
• Poor fit: very small public teams hoping to start free. Dooray plans are Free, Basic, Business and Enterprise, but public institutions and universities can only subscribe to Business or higher; Enterprise requires at least 16 users.
• Poor fit: staff who rely on desktop mail clients, because IMAP is not provided for public institutions.
• Timing risk: ministries on the central government's OnAI work platform, where Dooray's connection is still pending (see Limitations).

Platforms

Dooray services such as Project, Mail and Workflow run in a web browser without installation. The download page lists App Store and Google Play mobile apps and a messenger for web, macOS and Windows 32-bit/64-bit, with Windows support starting from Windows 10. The download page splits its installers into Private, Public institution / University and Finance tabs. Drive also has a desktop sync program that keeps local folders and files in sync.

Store ratings cover all Dooray users, not only the public-sector edition. As captured on September 28, 2026, the Korean App Store page of the free Dooray! app showed a 2.6 rating from 346 ratings, with the developer listed as NHNDooray. The Google Play listing showed a 2.8 rating from 525 reviews and 100,000+ downloads as captured on September 28, 2026.

Pricing

Dooray pricing for public institutions is set per person, per service and per month. The table shows the pricing calculator's public institution/university rates.

For comparison, for general customers on an annual plan, the pricing calculator returns Business list rates of KRW 5,000 per service per person per month, marked VAT-excluded, so the general price table does not apply to public bodies.

Add-ons

Monthly billing for the Dooray! AI add-ons costs 20% more, and their listed prices exclude VAT. The Archive add-on stores all organizational mail and messenger records with search and recovery.

Contract and billing rules

• Early cancellation: members who cancel within 7 days of applying can cancel the payment; after 7 days a cancellation becomes a partial cancellation. Cancelling an annual plan mid-term incurs a penalty of at least one month of use, and the refund is recalculated at the monthly standard rate rather than the discounted annual rate.
• Late payment: a late payment surcharge of 2% of the billed amount applies. For annual plans it applies when the invoice stays unpaid for 30 days.
• Removed members still count: a deleted internal member stays billable during the recovery period set in the admin, so offboarding does not stop charges immediately.

Dooray alternatives for Korean public-sector collaboration

Two domestic suites with public-sector cloud certification recur in trade coverage of government procurement.

• NAVER WORKS (NAVER Cloud): NAVER Cloud says NAVER WORKS obtained CSAP certification in the SaaS category. It has a head start in central ministries: NAVER WORKS was piloted for three months in the intelligent work-management platform project of MOIS, MSIT and MFDS and then selected as an official collaboration tool.
• Brity Works (Samsung SDS): agencies on the government OnAI platform choose between NAVER Cloud NAVER WORKS and Samsung SDS Brity Works as the official collaboration solutions.

Among Dooray alternatives, the procurement track often decides before features do: outside the OnAI rollout, Dooray competes on its project, mail and approval bundle; inside it, on finishing its pending connection.

Limitations

Edition-specific restrictions

• No IMAP: IMAP is not provided for public institutions, which removes the usual route for third-party mail clients.
• Pending government integration: business press reported in August 2026 that NHN Dooray had planned to set up its service in the Daegu PPP center of the National Information Resources Service in the first half and connect it to OnAI, but an extended security review delayed that. An NHN Dooray representative told the press in August 2026 that the security review was in progress with the aim of finishing it within the year.

Data handling in the terms

• No data return: the terms say the provider has no obligation to return member data on termination, change or end of service, and members must back up their own data.
• Deletion on exit: on contract termination, all posts, information and materials stored in the service are deleted and cannot be restored for any reason, apart from data the provider must keep under law or the privacy policy.
• Server location wording: the terms state that member information uploaded to the service may be hosted on the provider servers located worldwide. This export-control clause and the homepage's NHN Cloud hosting description are not reconciled on the pages checked.

Privacy and security statements

• Dooray states that it stores all data encrypted.
• The homepage says Dooray is delivered on NHN Cloud IaaS that holds information security certifications, and lists certifications including ISO/IEC 27001, ISMS-P and CSAP. Read literally, that list describes the underlying cloud; the SaaS-level CSAP claim comes from NHN Dooray's own announcements.
• The privacy policy says member personal data is destroyed within 14 days of service end or withdrawal, except where kept longer by separate consent or for the reasons and periods it lists.
• For international SMS verification codes, the privacy policy lists transfers of sender number, recipient number and message content to NHN Cloud sub-processors Vonage (United States) and Infobip (Singapore).
• The developer-provided data safety section on Google Play says the app collects personal info and messages among other data types, encrypts data in transit and that data cannot be deleted.
• Whether customer content is used to train AI models is not stated in the terms, privacy policy or pricing page reviewed for this article, including for the Dooray! AI add-ons.

FAQ

Q1. Is gov-dooray.com a different product from Dooray?

No. It is the public institution and university entrance to the same Dooray suite, with public-sector pricing, bank-transfer billing and restrictions such as no IMAP.

Q2. Can a public institution use Dooray for free?

Not on a permanent free plan. Public bodies can subscribe only to Business or Enterprise, and a trial is requested by email.
